Соотношение платежей страны за границу и поступлений денег из-за границы за определенный период (год, квартал, месяц). Если поступления превышают платежи, платежный баланс активен (имеет активное, или положительное сальдо), в противоположном случае — пассивен (имеет пассивное, или отрицательное сальдо). В большинстве систем П.б., он представляет собой сумму счета текущих операций и счета операций с капиталом и рассматривается как полный и систематизированный учет всех операций между резидентами данной страны (домашними хозяйствами, фирмами и правительством) и внешним миром. Счет текущих операций отражает движение за границу и из-за границы товаров (товарный баланс), услуг (доход на инвестиции, транспортные, туристические и прочие услуги) и трансфертных платежей (частные и государственные односторонние переводы). Счет движения капиталов отражает движение заемных средств и финансовых активов: во-первых, отток капиталов (займы иностранных граждан, фирм и государств в стране и приобретение иностранных активов отечественными инвесторами (capital outflows), во-вторых — приток капиталов: денежные средства, занятые за границей, и приобретение отечественных активов иностранцами — (capital inlows). Кроме того, в П.б. присутствуют статьи, отражающие изменения золотовалютных резервов страны, а также «ошибки и пропуски» и другие балансирующие статьи.
